Crossword generator

Hi everyone,

I want to build a crossword generator but also generates it in such a way that it keeps the number of blank squares below a certain number.

This is for a project that I am doing but I am not sure how to go about it. I can create the crossword generator fine but keeping minimizing blank squares is proving to be a problem.
